Adjuster: Block repositioner/rotator

The Adjuster is a tool that looks like a claw with a handle that can change the rotation and position of a block.

This tool is similar to the debug stick but can't change blocks to unreasonable states (infinitely lit furnace, stationary water, etc). It can change the rotation of a rotatable block or the position of a stair even if its connected to another stair and unlinking fences/walls.

The Adjuster would be very usefull to builders since we can finally position blocks in ways only possible in creative.
