Blue moon : 1/50 chance : no mob spawnig this night
Black moon : 1/50 chance : mob spawning increase by 20%
Red moon : 1/100 chance : mob spawning increase by 75%

and if possible with the new 1.19

Yellow moon : 1/20 chance : more fireflies during night in swaps

That would be cool, if only it would decrease the mob spawn on the other moons
