More areas with the freezing effect

I really like how powdered snow acts as an environmental hazard. I think this could be applied in other areas as well! Frozen rivers would be arguably colder than powdered snow, and could act as a way to trap and hurt mobs chasing you. I'm on the fence about applying the effect to the cold ocean biome- maybe just in areas with icebergs.
