Add A Blinking Layer to Custom Skins and A Blinking Toggle to Dressing Room

The blinking feature in the dressing room is cool, but I think we should be able to both toggle it off for our skins and be able to make our custom skins blink too. This new blink layer could be like the one in Minecraft dungeons skins and could be added to both Java and Bedrock for the sake of parity. And then for bedrock only, the dressing room should have a toggle in the eyes section to turn off blinking for that skin, that way players can choose to either make their skins blink too or to turn off blinking altogether.

    I think that this would be a good addition to both version but maybe make it so that in order to blink you need to edit your character
