when a vex is struck by lightning it becomes an allay

I think that allays are too overpowered to be found naturally, so I came up with the idea that when a vex is struck by lightning it will become an allay. then you would tame the allay with an item for it to find more of that item.

Shouldn't it be the other way around though? It seems Minecraft has this rule(?), or something like that, where mobs struck by lightning become the evil version of themselves (pig to zombie pigman and villager to witch). Also what are the chances of a vex ever getting struck by lighting? They already have a tiny hit-box, and they're only spawned by evokers for a short span of time and die when the Evoker dies.
