In bedrock edition specifically the ability to give or clear specific enchanted books isnt possible. I know in java the use of nbt values allows for stored enchants to be specified. Without that ability bedrock players and more directly map makers and world admins/mods are somewhat limited in what they can do. My suggestion is to use id numbers similar to block color variations on enchanted books so that each different book can be assigned its own unique identifier. That way for instance if a map maker or world owner wanted to remove the ability for players to get mending books the could simply use a command like (/clear @p enchanted_book 26) and it would remove mending books from player inventory. As of now the only possible way is to use addons to edit loot and trading tables which is difficult for those who have limited to no knowledge of how to do so.
