    Umm, Bedrock Edition already fixed this (to an extent). New world generation will still generate below Y=0 in old chunks, so if you're willing to terraform, you can have all of the height available to you. Offsetting it could be too technically complicated and unnecessary; I mean what about unexplored chunks? Also wait a minute, why is offsetting even needed? New worlds/chunks would still have ocean level at Y=64. So you'd have to terraform either way provided you want these extra blocks that bad. Offsetting would just be...off. Some worlds would have more air space above Sea-level than others. I'm not sure you know that new generation can occur in unexplored chunks and will occur below existing chunks. It just makes no sense if you think about it. And I actually just realized that you could be talking about (super)flat worlds that entire time, and in that case offsetting would make sense, but since it's Creative are you really that concerned about making a new world? It might be too technically complicated. I've got no clue what you exactly mean and whether it's possible.
