In the latest snapshots all biomes use the same terrain generator and basically dictate only vegetation, structures, ores, mobs and such. The result is Badlands that look like red mountains instead of actual mesa plateaus, hilly Beaches, oaks that reach snow capped peaks and other things that make little sense because real biomes change a lot based on altitude (for example oaks leave space to conifers the more you go up).
This not only prevents datapack makers to design interesting biomes such as volcanoes, plateaus, lakes and other things that heavily rely on height and shape. Now, it's just random. Also, this actually reduce variety compared to the different terrain types of 1.17 even for players who don't use datapacks.
This happens because two parameters were removed from files in /data/minecraft/worldgen/biome/ - "depth", which dictates how higher or lower the biome is compared to others; and "scale", which dictates how jagged or flat it is.
If Mojang doesn't need such parameters for their new worldgen it would suffice to re-implement them but leave them, in the vanilla config, all at the same base value, so terrain would still be biome independent. But at least dapatack could get good again.
