Hard and Hardcore have a chance to have Illager Occupied Strongholds

If you are in hard and hardcore, there should be a 25 or 50 percent chance (don’t know if it should be 25 or 50) to have a non abandoned stronghold and is occupied with illagers. Hard mode and hardcore is supposed to be hard so a distraction while searching a stronghold is exactly what the game needs.
