Similar to how there are different types of fight duration rockets, Mojang should add different types of rocket speeds to use while flying an elytra. These would be crafted the same way flight duration is currently crafted, by using differing amounts of gunpowder. Flight duration would be crafted with paper; many people don't use them due to their cost anyways. In 1.17, the normal elytra flight speed while rocket boosting is 33.5 m/s, which was slightly nerfed to around 28 m/s in a 1.18 snapshot due to performance concerns and a want for players to see more of the terrain. With that in mind, here are my suggestions for the stats of flight power rockets:
Flight Power 1: Crafted with 1 gunpowder, 1 durability cost and 16 m/s speed
Flight Power 2: Crafted with 2 gunpowder, 2 durability cost and 22 m/s speed
Flight power 3: Crafted with 3 gunpowder, 3 durability cost and 28 m/s speed
Less durability costs for flight power 1 and 2 allows the player to traverse short distances while repairing the elytra less often. Lower flight speeds are also useful for navigating in caves and other small spaces, where the current speeds are way too fast and lead to a lot of deaths. It would also be useful for flying around the new 1.18 terrain, it allows you to get a bird's eye view without blitzing past it.
Honestly, for their cost, rockets were a bit OP anyway and this idea balances them while still allowing players to achieve fast flight speeds.
