For the average mob, being damaged by a thorny bush makes a lot of sense, especially when said mob is fully submerged in the bush. There are certain mobs, however, that it seems somewhat illogical that they would take damage from the bushes. This would include any mobs that don't have a clear nervous system, such as skeletons, or mobs that wear enough clothing that it should protect them from the thorns of a bush, such as Pillagers. It would also make more logical sense if wearing any leggings/boots that aren't leather or chainmail should also protect any entity, including the player, from being damaged by these plants.
As an aside, foxes shouldn't take damage from Berry Bushes either and should instead retreat to the nearest Berry Bush within a 32 block radius when startled. This would cause the bushes to behave as a sort of "natural defense" against predators like wolves and psychotic players, since the foxes would be immune but the other mob would not.
