Moss convert grass block under grass or flowers

As the title suggests, I believe moss should be able to convert grass on which flower or grass/tall grass grows, as flowers can be planted on moss yet when I convert a patch of grass which has flowers on them into moss with bonemeal, the grass blocks without the flowers convert yet the one that does have to be manually converted by hand, which is infuriating. The same with the grass/tall grass.
