when it rains in a taiga the snow should be higher from y120 to y 190

when building a sky island above a taiga biome in my survival world; snow always falls when its raining making it harder to build, its so annoying . since the clouds were changed from y120 to 190 in 1.18, I thought the snow should be changed as well.
