Carnivorous animals should attack other animals randomly

This change should work in 2 directions. First, make wolves and foxes attack sheep and chickens only when they are "hunhry" - like piglins do with hoglins right now. Second, make polar bears attack animals too by the same principle. It would make sence realistically and make polar bears more interesting, rather than "walking bats".
