The basic idea is to add a mechanic to "poison" regular beacons by feeding them a wither skeleton skull, as opposed to an iron ingot. A poisoned beacon would function like normal, but the buffs would be applied to undead mobs and not the player. A poisoned beacon block could display some visual change to show that it's poisoned (eg. a change in colour) and could be reverted simply by again feeding it with an iron ingot.
This mechanic would enable the player to locally increase the difficulty, which could be very interesting to play around with. You could for example make some kind of dungeon run mini game where the difficulty increases the further in you go. It could also be a fun way to mess with friends.
