Ink sac inconsistency

For some time now, normal ink sacs have not been able to use as-is. Instead, they first have to be crafted into black dye. Meanwhile, glow ink sacs are usable as a drop without being crafted first. I feel that this inconsistency should be fixed, or perhaps this difference is intentional.
