I think that encouraging people to sleep if not the most useful mechanic, but at least it makes sleeping useful (well, apart from skipping night in the early game). However, phantoms are not the best solution. So, my suggestion is this:
Instead of phantoms, player should receive mining fatigue effect after 3 nights without sleep. It would not be the same effect as in the ocean monument, but considerably weaker, so player should be able to work if he chooses so. But, if player does not sleep in the next 3 nights too, the effect increases and it does so, until player sleeps or until it reaches ocean monument's mining fatigue.
Consequently, ocean monument's mining fatigue should be changed to the higher levels, because Mining Fatigue I that would be used for insomnia mechanic would be to weak.
I did not think about phantoms too much. They can be the last stage of not sleeping or have a completely different purpose.
