Being able to give effects to boats and minecarts.

Being able to apply effects to boats, minecarts, and any other entity that can’t have effects applied to them.

    What would be the point of this? These entities have no AI, no health, etc. they can't be affected by any effect.

    yes!! i've needed invisible boats on multiple occasions
