In biomes that have the ability to freeze water, water in cauldrons should be able to freeze into ice blocks that can be removed by the player. This would give an early game source of ice and allow for interesting farms to harvest ice without silk touch. As well as giving a reason for cauldrons to hold water, as currently it's purely aesthetic.
To prevent water in cauldrons from turning to ice, the player could place them above a heat source such as a torch, a campfire, or a pool/cauldron of lava. Or maybe even a magma block.
The random tick could be the same as natural ice conversion of water blocks.
