Bedrock is a bot of a problem, generating as high as y=5 in the current version (1.17.1) and generates in a spongy layout, creating patches of inacessable ore or spots where blocks are barely out of reach. Whether this is a bug, world generation, or something else is unclear. In order to acess these areas, one must use glitches to break bedrock, which can be difficult or destructive to the game. A few alternataves have been provided below:
Option 1: Make bedrock blocks generate as a smooth layer (smoothly increasing in y height between y=1-5, similar to a hill, rather than replacing other blocks randomly. This is the most desirable result)
option 2: make bedrock fill all blocks below it and replace them with bedrock when generating for the first time (This would effectively create bedrock spires, which would not be optimal, but better than the current situation of tiny holes that worm about through the unbreakable blocks)
Option 3: prevent bedrock from generating at any layer besides the lowest level of the world (y=1 in current versions, may change with caves and cliffs part 2. This would be a desireable result, but may not be popular among other players)
Option 4: Simply replace bedrock with deepslate and remove the (mostly) unbreakable layer of bedrock from the bottom of the world (This is the least desireable result and would probably result in a lot of problems with players either accidentally or deliberately creating holes to the void.)
