Powdered Snow adjustments.

Powdered snow should be difficult to destroy without a shovel. I feel that there should be a stronger incentive for the player to wear leather boots on mountains, and while powder snow is interesting, it is more annoying than dangerous. Players can simply break powdered snow with their bare fists and easily escape. In real life, clambering out of snow is an arduous task and very difficult. It should be the same in Minecraft as well. This further incentivizes leather boots and makes powder snow a much more formidable terrain obstacle. Shovels should be the correct tool for destroying powdered snow.
