Make phantoms killed by a shulker drop elytra.

if a phantom is killed by a shulker, it will drop elytra.

I think this is a fairly balanced way of making elytra renewable: You must transport the shulkers from an end city to the over world and collect the phantoms in the sky.

 

The multiplayer server had to explore the end a lot unnecessarily in order for everyone to have elytra. The game saves became huge.

    the elytra does not come from the phantom, just the phantom's membrane is sufficient for repairing it.

    I think that Elytras should remain as now: a treasure, and not renewable
