Try to add more cooldowns to make the shield use it when you really need it, in the current pvp if you don't have an axe and the other player has a shield and abuses it a lot, it can get slow , The idea is that depending on the impact received by the shield the player will be vulnerable to attacks, open more or less cooldown, example:
shovel, hoe, pickaxe<sword<trident<axe<explosions
projectiles and objects other than tools will not have a cooldown.
