Ways to decrease the 0.3s delay between mining blocks

The game currently adds an extra 6 game ticks of delay when not instamining, which leads to a few absurd results like deepslate taking eight times longer to mine than stone with haste 2. My suggestion is that each level of haste remove 2 ticks from the delay. Using a netherite tool would remove an additional 1 tick. This would make haste mining deepslate at least moderately effective, as well as make late game wood farming less tedious. As it currently stands, haste is barely worthwhile when not instamining: it makes stone 8x faster to mine but deepslate only 12.5% faster.
