I really like the idea of using fireworks in a crossbow and use them frequently but they definitely seem like slightly more than a type of signal flare. I thought it'd be an interesting idea to add additional modifiers and features that give you a little more use of the fireworks aside from celebrating. I've got a few ideas for adding things for different effects:
Glow sac temporarily lights up an area and each glow-star used in the rocket adds the brightness of a candle to the impact site for 10-15 seconds (would be good for lighting up a spawners area long enough to place torches)
Arrow/flint-stars would add shrapnel to deal additional damage to mobs. (although you can use actual arrows in the crossbow this would make it to where you can use it in tandem with utilities or explosive damage)
TNT-stars would deal 1/3 the block damage as a proper TNT per star and would have greater knock back the closer you are to the impact site. (good for blast mining at safer distances/blasting harder to reach areas on cave ceilings or using the knockback and explosion resistance armor to jump to higher ledges)
Bonemeal-stars would create smoke particles instead of firework particles as something of a smokescreen if possible it would be ideal to temporarily work mobs to the same way as an invisibility potion but not as well or causing skeletons to miss a certain percentage of their shots when firing through it (good for escaping some combat situations)
