Minecraft developers want each type of armor and item they bring to the game to have a specific purpose, emerald armor would have none, if the item is no different from any other armor... Why implement it?

The enchantment you mentioned is impossible, since you can't affect world generation on the spot with one enchantment (i mean you can but it makes no sense)
