Current mechanics:
A hopper will lock when powered, and transfer items normally when unlocked. All hoppers (appear) to transfer items on the same tick.
New Mechanics:
In the following tick after a powered hopper (locked) stops receiving a redstone signal, it will immediately receive an item (if possible), and it will immediately pass an item already in its inventory along at the same time (if any are present).
The purpose of this new mechanic is to make use of redstone clocks to increase the speed at which a hopper transfers items. Normally, a hopper can be somewhat slow (it is easy for them to get clogged in some circumstances), but if this is implemented, it will be theoretically possible to greatly increase item flow in some situations.
