I believe that this enchantment can be balanced in another way. A 10% chance to reduce the maximum durability value when repairing an item with this enchantment, the maximum durability value can be restored by repairing an object on an anvil, but you will not be able to do this forever due to the peculiarities of using the anvil.

There is no point in increasing the amount of experience needed for repairing. Since experience farms bring a huge amount of experience.

It also makes no sense to reduce the amount of experience gained by the item with this enchantment, since nothing prevents you from entering the same endermen farm and going through more than 30 levels with an ordinary stone sword in a couple of minutes.

Making the item more fragile with this enchantment sounds like a good idea. But in this case, initially fragile things will break instantly, which is not good.

i would love this, it would make non-mending items great

better enchantments + mending  = more time spent getting xp

would be wonderful to balance it out, It would make people look for different ways to keep their tools in mint-condition instead of just walking over to the local xp farm for two seconds and hvaing full durability on all netherite items. It would make redstone mining machines more necesary for mining out large areas, therfore get more people into redstone, even if for this one thing.

Mending is honestly too op as it is with how easy xp farms are to make and use

Any of these points should be discussed ONLY AFTER nerfing XP farms speculating on underdeveloped AI. In addition, it is worth fixing the "reroll" that forces librarians to change the assortment when the pulpit is destroyed and established. At least increase the cooldown.
