Sandstorms in deserts and badlands would force players to stay indoors by slowing down players outside and limit player vision, similar to the warden.
Sandstorms could summon exclusive mob events like husk swarm, a new mob like a sandworm, or a Sand mage similar to the Iceologer.
The sandworm wouldn't damage the ground. Instead, it would burrow in the sand only if there was a sandstorm. When the worm is digging under the surface, it could dig up loot artifacts and expose an archeological site by destroying the fragile dirt(explanation next paragraph) at the site.
The fragile dirt could be quicksand. Like powder snow, it would be a hazard in the badlands and deserts. Players could obtain it by not only finding it in deserts but also putting down cauldrons during a sand storm.
Husk swarms would include a leader. The leader would coordinate the husk to swarm the player. The leader would a husk but tougher and smarter(better AI). It could boost husk by giving them strength and speed(possibly kicking them forward). The leader could ride a sandworm and when killed the husk would be disorganized. Drops would include rotten flesh and rare worm saddle (if riding one).
The sand mage is the most important mob. It can disguise itself as a husk in the swarm. Signs the mage is in the swarm is if there is a spell attack. The sand mage is important because it would drop a rare Sand Stone which would allow the player on use to bring another storm. On usage, the stone would explode.
