[Bedrock Paraty] Stopping Snow Layers

If you manually place a Top Snow on the ground in winter biomes, it should stop Snow from stacking when Snowfall is in active. I just discovered that it won't stop stacking until there is an full Snow Block. When I'm making paths in my viking village it looks like it is 1m high snow on the sides. It just looks disproportionate.
