A Portal Potion would be nether-portal-colored potion in a bottle that would either transport you out of the nether or into it, but only one single time.
I thought of this idea while building with Crying Obsidian, and I had the idea of placing a cauldron underneath the Crying Obsidian, or alternatively underneath Dripstone attached to Crying Obsidian (this could have a really cool Dripstone texture variant with deep purple roots). Over time, the cauldron fills with a purple substance that looks like a Nether Portal. You collect this substance with a bottle, and can add these bottles to a brewing stand with gunpowder to make splash variants.
Using one of these potions gives you an effect of teleportation (possibly removable by milk). The teleportation animation and warping of vision would be identical to walking through a nether portal, however, it would take considerably longer.
The point is to have a potion that returns you to the Overworld if you get lost in the Nether, or transports you to the Nether to, say, traverse terrain quicker. You could use it for strategic getaways from tough positions, but the time it takes to teleport would mean that this potion would be far from a Get-Out-of-Jail-Free Card. Other balances include unstackability, and the time it takes to fill in a cauldron. Overall, I think this would be a unique, fun, convenient, and balanced item for Minecraft.
