place banners in other blocks

I would like to be able to place banners inside other blocks for example you could place them in the same block as a flower or something so you could give a flower a mini background. Every now and then it crosses my mind that you cant place banners in other blocks and it drive me crazy that only half it can go in a block as a builder. I think it would open a lot of opportunities if we could place banner in blocks. How I think this could work is if you shift while placing a banner it will place the banner inside the block you clicked instead of on top or on the side of it. Mojang if you read this I hope you agree.
