I want this as a weapon hat

So I really wanted to be able to have goat horns as a hat like the turtle shell but it can ram mobs but it needs a 10 or 8 minute cool down depends on how strong it would be :) pls make this a thing.(Keep this in mind this is just what I wished was added)
