Riptiding in falling snow

Riptide allows you to travel in falling snow and water. I feel as if since snow is technically just powdered water, it would make sense to use the riptide effect in falling snow. However, if you are touching snow/snow caps, you won't fly since its still sunny. It gets annoying to go out of your way to find puddles just to continue riptiding.
