The problem I see with the hunger system is its involvement with healing. In current versions of the game, if you want your safety to be mostly guaranteed (minus the surprise creeper or witch) all you need is a few pieces of armor and a stack of cooked meat, and you'll be safe during the night and underground.
How do we improve hunger to make survival more threatening in modern versions of the game? The obvious answer would be to make healing slower, but that just encourages players to hide in safe areas and wait to heal. It's not riskier, it's more time-consuming.
The answer I have is to keep the quick healing and being healed at max hunger, but you can only eat the food you bring if the number of hunger points it replenishes is missing from the hunger bar.
For example, I can only eat steak which gives 4 points if I have at least 4 points missing from the hunger bar. Any food type is affected by this with the exception of complex foods (soups, pies, golden, etc.)
This would make it so players can't just fill themself up and heal quickly. Players will have to do some activity to be able to eat to get a max hunger bar and heal. This can be a grave danger if they're low on health. Alternatively, they can bring multiple types of foods or make complex foods. This hunger system will increase insecurity as much as creativity.
Overall this new hunger system that limits the food you eat will fix the hunger & healing problem and improve the game's survival, strategy, and sandbox.
