The change to Mob Spawners and the light level requirement is interesting and a step in the right direction, it occurred to me that the threshold for Mobs spawning could scale with the difficulty level (Peaceful, Easy, Normal, Hard, Hardcore). It'd mainly affect Easy and Hard mode, decreasing it to its previous level (placing one torch on the spawner) for Easy, and increasing the threshold up to 14 on Hard/Hardcore difficulty.
This change would allow Mobs to spawn in a dungeon lit by Glowberries or Torches (light level 14), and disabling spawns would require either a Jack 'O Lantern, Fire, Lava, Campfire or Skylight (uncommon when spelunking) or better, more expensive or impractical items like the Lantern, Beacon, or the various light blocks (all of which are light level 15) to prevent Mob spawning. This feels very appropriate for Hard and Hardcore mode, requiring planning ahead or preparation, and still allows farms to be configurable with Redstone Lamps. It gives Lanterns a more strategic use as well. A big change to the meta, considering many players play on Hard for the XP boost and Villager/Loot mechanics. One can always break the Spawner if the situation becomes dire.
Instead of manually changing the Gamerule, I think this change should be automatically applied when you choose your difficulty, after which you can change it to your liking. I feel that this is very balanced and a natural addition.
