Better 1.18 Mob Spawning

With the new changes to mob spawning, it makes the game much more straightforward, but during the Minecon Earth, it was stated that the thrill of the first night would return with the Warden. The Warden is just one small chess piece, so here are some changes to increase the length of that thrill.
#1 - Mobs will spawn more frequently in darker areas, changing their light level need from 0 to 0 - 1, with one being less frequent.
#2 - Skeletons will spawn more frequently around fossils in the ground, requiring at least five bone blocks touching.
#3 - Zombies will spawn much more under village edges.
#4 - Creepers will spawn slightly more frequently in lush caves.
