This is my proposal: Generic items, without use in Minecraft and only obtainable by using commands. This way, datapack makers could change their name and texture with a resourcepack, turning them into useful items.
You can already edit the CustomModelData to get "new items": Yes, but the problem is that they can't be used to craft anything, as the crafting table, smithing table, blast furnaces and similar don't "care" about CustomModelData. This is why these generic Items could be really useful, as they would be real items from the game, they could be crafted (and used to craft other items) in normal crafting tables.
Why?: Because I've seen many datapcks that want to add many things, but are limited because of the crafting. Some of them replace items like repeating/chain command blocks, debug sticks, or even structure blocks, which even if they can't be obtained in survival, have a utility in creative mode.
So...: propose adding 5 generic items (or blocks) and unobtainable (unless with commands), so datapack makers don't have to replace existing and useful items.
