The current mountains can feel a bit barren and lifeless with goats alone, but there may not be time to add an entirely new mob up there. Instead, how about making them a spawn location for rabbits?
This would provide a basic mountain food source, since goats don't currently drop any meat. Since rabbit isn't that filling, it would still reinforce to the player that mountains were an extreme environment which doesn't have abundant food.
The new bundle requires rabbit hide to craft. Mountains are a landmark visible from a distance, so players could see them and know they could reliably find rabbits (and hides) if they head in that direction.
With the new ore distribution, players are encouraged to mine higher up for early-game resources like coal and iron and big veins can be found there. In the survival game progression, the time players head up the mountains for their first mining trip is also when their inventory will start to get most cluttered - and the solution would be right there. Much less frustrating than realising they need to go to another biome to get hides to craft bundles to bring their stuff down to a permanent base.
Plus, mountain hares are cute - just Google them! They could have their own mountain biome skin with a white body and dark eyes and ears, or reuse a similar existing skin.
