This feature would basically act like blockstates, but for items. It would help reduce the use of optifine for resource packs that add special textures for stuff like potions, fireworks, axolotl/tropical fish buckets, etc...
I can see uses like adding special textures for food items when they are being eaten. It could also allow for custom textures to show when you name a item a certain way. Basically what I'm asking for is optifine's ctm, but with a few extra features.
Side note: this is the closest topic I could find.

    CustomModelData requires commands and a resource pack, while this will only require a resource pack.
