Weeping vines in ruined portal chests

With the new cave generation in the 1.18 experimental version, we should have a way to rappel down massive underground cliffs and be able to get back up without using water. Although caving rope would solve the issue, I feel like it would be almost identical in function to weeping vines which would make them pretty redundant. I think that the solution here is to make weeping vines accessible before going to the nether by having them generate as loot in ruined portal chests.
