Light Level of Hostile Mobs Being 0 is Too Much
I feel the concept of hostile mobs spawning only in perfect darkness, light level 0, is too much. First, a huge amount of mob farms will break.
This change, while great for enabling players to have darker rooms in their builds, means that there are virtually no monsters in caves anymore - ESPECIALLY in the lush caves which have an abundant natural light source. It also makes normal light sources such as torches and the likes very OP, since one torch can disable all mob spawning in a huge radius.
It seems like such a huge leap from light level 7 to 0. But I am also happy to finally be able to make dimly-lit rooms in houses. Therefore, I'd recommend changing the maximum level of hostile mobs spawning to 3.
3 is a nice middle ground between 0 and 7, and it's unlikely builds would have light levels of 3 or below, seeing as those are the very dark light levels.
