Rousseau Flats

Plains sometimes are pretty flat, but not a flats biome. As an epic Sim City builder since the 90s - I was shocked when discovering MC has no Flats at all. This Biome is totally missing and would be very useful for builds. Plains Flat Biome with no plant life, basically an empty biome ready to build on without all the terraforming. Since Mojang appears to have used a few concepts from CoT like trading, renaming their Mesa biome to Badlands (reflecting Rambling Badlands from Sim City) adding Rousseau would be acceptable. 

I have played CoT for 12k hours and discovered when starting a public region, players are quick to claim all the flat plots first so Rousseau Flats is snatched up fast!  would be a very good addition to MC.
