Hi! With the Caves and Cliffs Part I Update released the height limit of 256 blocks increased to 320 blocks all new worlds are from (I believe) y: -64 to y: 320.
There is a problem though! (Not a bug.) All worlds created before v1.17 still have the 256 and 0 height limit.
You could fix the bedrock height by sloping the y: 0 bedrock down to y: -64 at an angle in new chunks, avoiding the issue of there being a gap in the bedrock if the new chunks just were to generate using the y limit of -64.(chunks in old worlds that never had been loaded before v1.17). This will may sudden blockage of old caves because of the new chunks generation.
For the height limit simply just increase the height limit in old worlds to 320 blocks. I don't know whether that or the bedrock angling would cause issues or not.
No pressure Minecraft developers! Take your time and be happy with your work, I've played Minecraft since 2014 (on PlayStation 3) and 2019 on Bedrock Edition and Minecraft is the best it's been!
This could be a (Bedrock Edition) v1.17 update (e.g. Version 1.17.2) or included with Caves and Cliffs Part II (v1.18) update!
