Snow Plains into Tundra

Having an old survival survival world in the snow plains, I think that I am qualified to say that it is boring. Just the same as a snow covered plains biome. My idea is to revamp it by introducing new blocks, plants, and a new mob, the reindeer, into the biome! The new block would be permafrost. Spawning under dirt like sandstone in deserts, this would take a while to mine. A new plant would be lichen. It would spawn as a plant like grass is spawning there now. And last, the reindeer. This would spawn in the snow plains, and be bred with lichen. They could be ridden like horses, and would be very fast, but cannot jump very far. Also, as an off note, snow blocks would spawn under plants so that random blocks of grass cannot be seen like it is now.
