Freezing as a status effect would make more sense than the way it is currently handled. Currently, freezing damage is only inflicted when standing in Powder Snow. But after exiting the snow, the freezing damage immediately stops. This isn't realistic, because it ought to take a few seconds to warm up after being thoroughly chilled.
Instead, freezing ought to be a status effect. After standing in Powder Snow for 140 game ticks, Freezing IV will be applied. Freezing (no matter the level) lasts for 140 game ticks and is continuously reapplied for as long as the affected mob is immersed in Powder Snow.
Higher levels of Freezing decrease the time between freezing damage ticks by 66%. Freezing I deals 1 HP of freezing Damage every 135 ticks. Freezing IV deals 1 HP of damage every 40 ticks (as Powder Snow currently does).
Leather Armor will now reduce the level of Freezing applied by 1 for each piece of armour worn. (Wearing a full set grants immunity.)
Taking fire damage will remove the Freezing status effect, as will drinking milk (think of it as a nice warm drink to ward off frostbite!)
Making Freezing a proper status effect opens up more dynamic possibilities for future updates. For example, environments or mobs would be able to inflict the status effect.
Freezing-based enchantments or Potions of Freezing would also be possible, adding new exciting tactics for PVP gameplay.
