Gunpowder caves

So i have lost many valuable items due to creepers in normal caves, so why not make creepers not spawn in normal caves and make one cave biome that has gunpowder like ore and only place where creepers spawn in caves it doesn't remove them from the overworld just force them to spawn in the gunpowder caves in the cave.
