Glowing Blockstate

Since there is a glow ink sac in the game I feel like it would be cool if every block (excluding block like crops, redstone dust, redstone repeater, etc) to have a new Glowing block state. That way when applied glow ink sac they will have a glowing blockstate and glow in the dark. I feel like this would give a lot more build option and will be a great addition for the glow ink sac.

Imagine for example, glowing concrete block as neon lights
