Check bobber height vs player height to stop new afk fish farms

Since AFK fish farming for treasure has been declared cheating, why not go tall the way to fixing it.

If the bobber is higher than the player's head, we can reliably presume they are trying to afk fish farm by use of a bubble column to raise the bobber into the treasure zone.  If the player is NOT below the bobber, the bubble column is no issue.

If the player is more than 1 block above the air zone for the bobber, we can also presume they are trying to afk fish farm by using a blocking device that's above the safe fish zone.  Honest fishing is done from near the height of the water surface. Fishing from the edge of a dock or boat will still work fine.

Pretty good check, no?

This should nerf any and all auto fish framing forever and ever, without interfering with fishing as intended.
