Flowers missing placing animation (1.17, Java Edition)

When placing a flower, IE:

  • Poppies
  • Dandelions
  • Rose Bushes

The usual hand movement animation of placing a block does not play/render.

I discovered this on a server that was in 1.16.5, while on a client in 1.17, that allowed future versions to play.
